The SPLM-IO maintains a permanent representative presence at the United Nations Headquarters in New York. The Office engages UN Member States, the Security Council, the Secretariat, and specialised agencies to advocate for the full implementation of the Revitalised Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS), the protection of civilians, and the advancement of transitional justice and democratic reform.

SPLM-IO Representative to the United Nations
Tabitha M. Mathiang serves as the SPLM-IO Representative to the United Nations in New York. In this capacity, she leads the Movement's diplomatic engagement with the UN Security Council, the Secretariat, and specialised agencies, advocating for the full implementation of the Revitalised Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS), the protection of civilians, and the advancement of transitional justice and democratic reform for the people of South Sudan.
Mission & Mandate
Security Council Engagement
Briefing the UN Security Council and its members on the political and security situation in South Sudan, advocating for robust peacekeeping mandates and targeted measures against spoilers of the peace process.
UNMISS Coordination
Liaising with the UN Mission in South Sudan (UNMISS) on the protection of civilians, ceasefire monitoring, and the implementation of security arrangements under the R-ARCSS.
Human Rights Advocacy
Engaging the UN Human Rights Council, the Office of the High Commissioner for Human Rights (OHCHR), and the Commission on Human Rights in South Sudan to document abuses and press for accountability.
Humanitarian Affairs
Working with OCHA, UNHCR, WFP, and other UN agencies to ensure unimpeded humanitarian access and adequate international support for the millions of South Sudanese displaced by conflict and food insecurity.
Peacebuilding & Transitional Justice
Advocating within the UN Peacebuilding Commission and with the Secretary-General's office for the establishment of the Hybrid Court for South Sudan and other transitional justice mechanisms provided for in the R-ARCSS.
Multilateral Diplomacy
Building coalitions with like-minded Member States and regional groups to sustain international attention on South Sudan and mobilise political will for a durable, inclusive peace.
