Purpose & Scope
These regulations apply to all organs, departments, secretariats, and regional structures of the SPLM-IO. They supplement the Constitution and the Code of Conduct, providing detailed procedural guidance for meetings, decision-making, financial management, and administrative operations. In the event of any conflict, the Constitution shall prevail.
Key Chapters
Meetings & Quorum
All organs of the movement shall meet in accordance with the schedules prescribed by the Constitution. A quorum shall consist of a simple majority of members. Decisions shall be taken by a simple majority of those present and voting, unless otherwise specified.
Agenda & Minutes
The agenda for each meeting shall be circulated to all members at least seven days in advance. Minutes of all meetings shall be recorded, confirmed at the subsequent meeting, and maintained in the official records of the movement.
Financial Management
All financial transactions of the movement shall be authorised by the Secretary General and the Secretary for Finance. Annual accounts shall be audited by an independent auditor and presented to the Political Bureau and the NLC.
Correspondence & Communications
Official correspondence shall be issued under the seal of the movement and signed by the Chairman or an authorised official. All external communications on behalf of the movement must be approved by the Secretary for Information or the Secretary General.
Appointments & Delegations
Appointments to positions within the movement shall be made in accordance with the Constitution and these regulations. Officials may delegate functions to subordinates in writing, but shall remain accountable for the exercise of delegated authority.
Dispute Resolution
Internal disputes between members or organs shall be referred to the Disciplinary Committee for mediation and resolution. Decisions of the Disciplinary Committee may be appealed to the Political Bureau and, in final instance, to the NLC.

Compliance & Review
All members and officials of the SPLM-IO are bound by these regulations. The Internal Regulation shall be reviewed by the Political Bureau every two years and any proposed amendments shall be submitted to the NLC for approval. The Secretary General is responsible for ensuring that all organs and officials are familiar with and adhere to these regulations.
