The Manifesto of the Sudan People's Liberation Movement - In Opposition articulates the movement's political vision, its diagnosis of the crisis facing South Sudan, and the programme of transformation it seeks to implement in the service of all the people of South Sudan.

“A united, peaceful, and democratic South Sudan in which every citizen enjoys freedom, justice, and equal opportunity — a nation governed by the rule of law, where public institutions serve the people and natural resources are managed for the common good.”
The Crisis in South Sudan
Governance Failure
The current regime has concentrated power in the hands of a narrow elite, undermining constitutional governance, the separation of powers, and the independence of state institutions.
Militarisation of Politics
Political disputes have been resolved through violence rather than dialogue, resulting in devastating armed conflict, mass displacement, and widespread human suffering.
Economic Mismanagement
Oil revenues and public resources have been misappropriated, leaving the majority of South Sudanese in poverty while a privileged few accumulate wealth through corruption and patronage.
Humanitarian Crisis
Years of conflict and misrule have produced one of the world's worst humanitarian crises, with millions displaced, food insecure, and denied access to basic services.
Programme for Transformation
Democratic Governance
Establish a genuine multiparty democracy with free and fair elections, an independent judiciary, a professional civil service, and strong constitutional safeguards against the abuse of power.
Lasting Peace
Implement the Revitalised Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) in full, pursue national reconciliation, and build a professional, unified national army.
Economic Development
Diversify the economy beyond oil, invest in agriculture, infrastructure, and human capital, and establish transparent and accountable management of public finances and natural resources.
Social Justice
Guarantee universal access to quality education and healthcare, protect the rights of women, youth, and marginalised communities, and ensure equitable development across all regions.
Human Rights
Protect and promote the fundamental rights and freedoms of all citizens, end impunity for human rights violations, and establish transitional justice mechanisms to address past atrocities.
Federal Governance
Devolve meaningful power and resources to states and local governments, enabling communities to manage their own affairs and hold their leaders accountable.
